The design combines elements of the Rivne city coat of arms and the logo of the Congress of Local and Regional Authorities of the Council of Europe, with which the Rivne community has signed a Memorandum of Understanding.
The logo symbolizes the essence of citizens’ assemblies, which lies in the process of discussion and exchange of ideas to collaboratively develop proposals and recommendations.
It is worth noting that the recommendations developed during the Citizens’ Assembly will be reviewed by the community authorities.
In spring 2026, assembly participants selected by random draw will seek answers to the question: “How can we make the community a place where young people want to stay and build their future?”

The preparation and implementation of the Citizens’ Assembly is carried out within the framework of the Council of Europe Action Plan for Ukraine for 2023–2026 “Resilience, Recovery, and Reconstruction”, under the project “Strengthening Multilevel Governance and Local Democracy to Support Ukraine’s Recovery”, implemented by the Centre of Expertise on Local and Regional Governance at the Congress of Local and Regional Authorities of the Council of Europe.
