Rivne Summarizes 2025 Investment and Energy Efficiency Achievements: Grants, Modernizations, and European Projects

On Thursday, January 29, an extraordinary meeting of the Executive Committee of the Rivne City Council took place. Volodymyr Muliar, Head of the Strategic Development and Investment Department of the Department of Economic Development, reported on the implementation of Rivne’s Investment Program for 2021–2025 during 2025.

Last year, the project “Investments in Energy Efficiency of Public Buildings and Street Lighting in Rivne” was completed, coordinated by the department’s staff. With grant funding from the Norwegian-Ukrainian Energy Efficiency Fund (NUEE) and implementation by NEFCO, comprehensive thermal modernization was carried out in educational institutions (Preschool No. 57 and No. 7), along with modernization of the city’s street lighting system.

The department also coordinates cooperation with the European Investment Bank on subprojects such as “Implementation of Energy-Saving Technologies in Rivne’s Municipal Infrastructure” (comprehensive energy efficiency measures in Lyceums No. 8 and No. 13), “Major Renovation (Thermomodernization) of Preschool No. 3”, and “Major Renovation of the Maternity Hospital” (comprehensive energy efficiency measures).

In 2025, UAH 30,900,000 in state budget subsidies was allocated for the subproject “Major Renovation of the Rehabilitation Department of the Musculoskeletal Unit at the Central City Hospital” (comprehensive energy efficiency measures), and UAH 11,260,164 for the project “Construction of a Water Supply Network Connecting to the Centralized Water Supply in the Tynne District of Rivne (Phase I)”.

Additionally, financing agreements were signed for European Union Interreg Europe projects: CLIBUS “Path to Carbon Neutrality – Engaging Business Communities in Climate Strategies” and EUREKA “European Urban Knowledge Exchange on Carbon Neutrality,” with a total value of €209,000.

Cooperation with the “Korabel Dopomohy” Charitable Foundation was also ensured, receiving UAH 7 million in charitable aid to create an accessible route in Rivne (section on Petliura Street).

The department’s staff developed the Rivne City Territorial Community Development Strategy through 2027, supported by the Council of Europe Office in Ukraine project “Strengthening the Resilience of Democratic Processes through Civic Engagement during and after the War.” The strategy was reviewed and approved at the City Council session on October 9, 2025.

Overall, the department submitted 23 grant applications, 7 of which were supported by donors, while decisions are still pending on 7 applications.
