Volodymyr Muliar and Volodymyr Hrebionkin, employees of the Strategic Development and Investment Department of the Department of Economic Development of Rivne City Council, participated in the conference “A Resilient Europe through Deliberative Democracy: Cities and Regions in Action!”
In Strasbourg, France, 130 representatives of local, regional, and central authorities, academics, and civil society organizations from Ukraine (Rivne, Kyiv, Zviahel, Berdychiv, Lviv agglomeration), Moldova, Montenegro, France, Bosnia and Herzegovina, Belgium, Albania, Serbia, North Macedonia, and other countries discussed the importance of citizens’ trust in democracy and how deliberative democracy can strengthen representative institutions in the context of war, disinformation, and other challenges.

After the conference, part of the Ukrainian delegation participated in a working meeting with international consultants— Ivo Deyaegere and Kyle Redman from the European Federation for Innovations in Democracy (FIDE), and Marite Moras, Director of the Centre of Expertise on Local and Regional Governance of the Council of Europe. The discussion focused on the next steps for preparing the Citizens’ Assembly in the Rivne community, scheduled for early 2026.
The preparation and implementation of the Citizens’ Assembly is carried out within the framework of the Council of Europe Action Plan for Ukraine for 2023–2026 “Resilience, Recovery, and Reconstruction”, under the project “Strengthening Multilevel Governance and Local Democracy to Support Ukraine’s Recovery”, implemented by the Centre of Expertise on Local and Regional Governance at the Congress of Local and Regional Authorities of the Council of Europe.
