Investments, Strategy, and Energy Efficiency: Highlights of the October Session of the Rivne City Council

On October 9, 2025, a regular plenary session of the Rivne City Council took place, during which deputies approved a number of important decisions

Reports were delivered by Deputy Mayor Artem Hanushchak, Director of the Department Nataliia Hlazkova, and Head of the Strategic Development and Investment Division of the Department of Economic Development Volodymyr Muliar.

Regarding the approved programs:

1. The Development Strategy of the Rivne Urban Territorial Community until 2027 and the Action Plan for its implementation.
The development of strategic documents began in April 2024 under the coordination of the Strategic Development and Investment Division of the Department of Economic Development. Expert support was provided by the Council of Europe Project “Strengthening the Resilience of Democratic Processes through Civic Participation during War and in the Post-War Period.”

A participatory approach was applied during the preparation of the Strategy — over 300 community representatives took part in the process. The work included thematic group meetings, 11 strategic sessions, as well as public consultations and discussions, during which residents provided their suggestions.

2. The Program for Promoting Investment in the Rivne Urban Territorial Community for 2026–2029.
The goal of the Program is to create an effective investment policy and a favorable environment for attracting investments into the community’s economy, ensuring economic growth, and utilizing international technical assistance and state funds within the framework of current legislation.

The Program aims to boost investment activity, improve cooperation with international donors and potential investors, and support the public sector in implementing projects.

3. Approval of the Loan Transfer Agreement No. 13110-05/167 dated August 19, 2025, between the Ministry of Finance of Ukraine, the Ministry for Communities and Territories Development of Ukraine, and the Rivne City Council.

The decision was adopted for the implementation of the “Energy Efficiency in Public Buildings in Ukraine” Project, financed by the European Investment Bank, in which the Rivne City Council participates. This will allow the launch of energy efficiency measures at the Municipal Non-Commercial Enterprise “Maternity Hospital” and Preschool Educational Institution No. 3 of the Rivne City Council.

The implementation of the project will help reduce budget expenditures on energy resources, improve conditions for patients, children, and staff, and decrease the negative impact on the environment.
