Registration for residents to participate in the first-ever Citizens' Assembly of the Rivne community has concluded. The implementation of this project is coordinated by the Department of Strategic Development and Investments.
A total of 772 residents from the city of Rivne and the village of Kvasyliv have applied to take part in this historic event.
The selection draw will take place soon, where 45 participants of the Citizens' Assembly will be chosen at random. Specifically, 30 people will be selected from those who registered via invitations (5,000 letters were sent), and the remaining participants will be chosen from those who applied through the open registration form.
The selection process will be conducted using the Panelot software service. Selected participants will be informed about the venue of the Assembly.
As a reminder, after consultations with Ukrainian and foreign experts from the Council of Europe, the topic for the Citizens' Assembly is: "How to make our community a place where young people want to stay and build their future?"
The Citizens' Assembly will last for six days. Working sessions will take place from 10:00 to 17:00 on Saturdays and Sundays: March 28-29, April 4-5, and April 25-26, 2026.
During these sessions, there will be speeches, reports, and presentations by experts on the topic, as well as joint discussions and group work.
Coffee breaks and lunches will be provided for the participants. Additionally, the Council of Europe, which provides comprehensive support for the preparation and implementation process, will provide participants with financial compensation for their time (3,000 UAH for all six days of work).
The final outcome of the Rivne Community Citizens' Assembly will be the joint development of recommendations and a vote on them. These recommendations will then be considered by the community authorities.
The preparation and implementation of the Citizens' Assembly are part of the Council of Europe Action Plan for Ukraine 2023–2026, titled "Resilience, Recovery, and Reconstruction." This is within the project "Strengthening Multi-level Governance and Local Democracy to Support the Recovery of Ukraine," implemented by the Centre of Expertise for Multi-level Governance at the Congress of Local and Regional Authorities of the Council of Europe.
